The Bilad High School (BHS) was established in the School Year 1994 – 1995 initially funded by the Local School Board then by the Mt.Pinatubo Commission (MPC) and finally by the DepEd.it is located at the northern part of the Camiling, Tarlac and it is 8 kilometers from the Municipal Kagawad Rufino Loque an educator and former Vice Mayor Facundo Pagarigan initiated it.
The birth of BHS was not the sole work of Kagawad Loque, he was assisted by his equally energetic and very supportive public servants whose initiative and foresight was to benefit countless out of the school youth (OSY) and poor but deserving students from this far flung remote barrios to access education through free public secondary education. The men and women of unique breed, who pioneer were as follows:

When BHS was established, it has already school site with an area of 10,096sq.m. (1.096 hectares) bought by the Local School Board located along the road of Purok 6 northern part of the barangay near the boundary of Bayambang, Pangasinan but the site was not yet improve so the school was housed at the Bilad High School occupying three classrooms. The school started with 125 enrolees (96 freshmen’s and 29 sophomores). It has only five faculty members namely: Mrs. Zaida Abad, Mrs. Perpetua Sondiam, Miss Remedios Nicomedez, Mrs. Lutgarda Vitug and Mr. Rolando L. Marcelino under the administration and supervision of Marawi High School (MHS) headed by Mrs. Elsa Y. David. On its second year, classes of BHS were handled by some of the teachers of Marawi High School until five contractual MPC items were refilled up. Mrs. Zaida Abad and Mr. Rolando L. Marcelino were rehired and Mr. Jose Ibarra, Mr. Efren Reyes and Mrs. Lorna Martin were newly hired to complete the MPC items for BHS.
From the time BHS transferred from BES to Purok 1, Gabaldon building and occupied the bunkhouse, which was divided into two rooms. They made shanties to accommodate students and sometimes conducted classes under narra trees and umbrella trees. Two classrooms were constructed funded by the local school board to accommodate the increasing numbers of students. The first graduation rite was held at Gabaldon site, school year 1996-1997 with 49 graduates under the supervision of Mr. Armado Idelfonso the present principal then of the Marawi High School.
School year 1997-1998 two rooms from the Mt. Pinatubo Commission (MPC) were built on the school site and school site and two classes in the first year used these rooms. Some teachers were taking turns in teaching the students in the school site and in Purok 1 at the Gabaldon under the supervision of Mrs. Esmeralda R. Jose the e principal then of designated Officer-in-charge. Later DECS approved a four room school building to be constructed in the site of the Bilad High School.
In the school year 2003-2004, there was a re-assignment of th school heads, Mrs. Esmeralda R. Jose the Bilad High School was re assign at the Marawi High School Vice Mrs. Elsa Y. David the principal of that school was reassign to Bilad High School as the principal up to May 2008. In school year 2008-2009, there was again reassignment of the school heads, Mrs. Elsa Y. David the principal of the Bilad High School was reassigned at Marawi High School ViceMr. Bony T. Felipe who came from Pitombayog High School was re-assigned to Bilad High School as principal.
During the term of Mr. Bony T. Felipe from 2009 – 2014, gradual development became possible. He initiated several grounds and facility improvements, the construction of the covered court which was primarily conceptualized by Mrs. Elsa Y. David; the concretization of pavements fort to different school buildings within; the breaking of hill top ground and lowland area that served as mini park of the school; the installation of washing areas for easy access of water supply around the school; and the shedding of pavements for comfortable walking of students. On the other hand, Bilad High School was blessed with twenty four new teachers hired consecutively during Mr. Felipe’s administration.
Two classroom building and six classroom two storey building were turned over to BHS from the collaborative projects of the Department of Public Works and Highways (DPWH) and the Private – Public Partnership Program (4P’s), the Philippine Charity Sweepstakes Office (PCSO) and the Department of Education. The school was benefited with fifty units of computers from DepEd Computerization Program (Batch 25) delivered last August 1, 2014 and installed on August 20, 2014.
In January 1, 2015, Mr. Bony T. Felipe took his retirement and Dr. Bobby P. Caoagdan, EPS I-LRMDS was temporarily installed as officer in-charge principal of BHS from January 5 to January 21, 2015. With the request of the Regional Director of the Department of Education Mrs. Isabelita M. Borres, CESO V, Mr. Mario M. Tayag, Principal IV was recalled from Angeles City National High School and reassigned as Principal of BHS in January 21, 2015. He is then the fourth official principal of this institution.
At present, BHS continues its development not only in school infrastructures but also in academic performance. The present administration hopes for more improvement to give the quality of education that certain institution is aiming for.
